Department of Family Practice, Vancouver, British Columbia Responsible for developing a transdisciplinary (family physicians, obstetricians, nurses, midwives and doulas) educational and research program to address looming access problems in BC and to promote team education and practice.

Children’s and Women’s Heath Centre of British Columbia Responsible for the largest department of family physicians engaged in maternity care in Canada—4000 of the 7000 births at the Centre. Developed administrative, educational and research programs for the department in cooperation with UBC and other departments and divisions at the hospital and at UBC. Provincial role in leading family physicians in development of “best practices,” included developing Advanced Life Support in Obstetrics Course (ALSO) for Western Canada. Practiced intrapartum and full maternity care at approximately 40-50 births per year. Founded the Family Practice Maternity Service (FPMS), a group that attends births for family physicians who do not engage in intrapartum maternity care. Founded the support group for midwives at the hospital in the pre-legalizations era in BC. This activity led directly to the legalization of midwifery in BC.

McGill University, SMBD Jewish General Hospital and The CLSC Côte des Neiges Montreal Responsible for developing research in the multiple McGill teaching sites and developing collaborative research programs. Practice full spectrum of family practice 25%–including obstetrics. Teaching in several settings 10%.
PREVIOUS POSITIONS (1975-1991):
1975 – 1990Director, Department of Family Medicine and Herzl Family Practice Centre Sir Mortimer B. Davis ‑ Jewish General Hospital Montreal, Quebec Responsible for a hospital Department of Family Medicine of 100 members including 14 full-time and 20 part-time, who work in the Family Practice Teaching Unit. Includes Division of Geriatrics, Adolescent Unit, Behavioral Science, Teaching Program, Ambulatory Internal Medicine Program, Drug Rehabilitation Program, Unwed Teenage Mothers Program, Undergraduate Teaching Clerkship, Family Practice Obstetrics Group, Family Practice Research Group, and three inpatient wards. Management of more than 3 million dollar budget from multiple sources. The Residency Program expanded from 22 to 40 residents and includes two community sites as well as the “model unit” at the Herzl Family Practice Centre in the hospital. Time was divided as:30% practice of family medicine (including large obstetric component), 40% administration, 30% teaching and research.
Sabbatical leave 1990 – 1991 Studied Qualitative Techniques, at Harvard, Stanford, UCLA, the RAND Corporation, and The University of British Columbia.

This is a program linking McGill and Ben Gurion University for the exchange of faculty and trainees.It brings Israeli faculty from Ben Gurion to McGill for advanced training and it brings McGill Family Medicine Faculty to Ben Gurion (Beersheva) for lectures and program development.

With the Westside Community Board developed OEO Grant for the Westside portion (1.3 million dollars) of the Rochester Health Network Organized all medical and administrative services, hospital affiliations, consultative relationships and interrelationships with various house officer teaching programs Recruited physicians to the Family Practice group; organized three Family Practice Centers serving more than 16,000 patients Developed affiliation with Highland Family Medicine Program to place six to eight Family Medicine Residents in a partnership‑like relationship with our full‑time family practitioners
